Local Unit
A local unit is a self-governing unit with a program of work suited to their own needs,
but united at all other organizational levels. Also called a PTA or a congress unit.
You are a member of a Local Unit upon payment of membership dues.
Council
A Council is made up of local units that are members of the United States and National
Congress of Parents and Teachers. Membership in a Council is for units and not individuals.
The purpose of a Ccouncil is to develop leaders, to strengthen local units, and to promote
cooperation amonth the members of PTAs. The Council works under the direction of the
District Direcotr. Your local unit is a member of the Newport News Council of Parents
and Teachers (upon payment of dues). Your Council President is

District is 1 of 22 geographical divisions of the state designated to carry out
state work effectively; it also helps to integrate the work of the Council and the
local assocations with the State and National plans and activities. You are a member

State is an integral part of the National Congress of Parents and Teachers, serving
as a connecting link between the national organizaiton and its membership within the state.

Board of Managers
The Board of Managers consists of officers of the Virginia Congress, Director and Assistant Directors
of the Districts, or their alternates and the Chairman of Standing committees and immediate past president.
Your Board of Managers is listed on the last page of the Virginia PTA Bulletin.
The National Congress of Parents and Teachers is the overseeing organization of all United States Parent
Teacher Associations. It is made up of branches of the state Congress. Its structure is the pattern for the
Virginia State Parent Teacher Organization. As a member of your local PTA, you are a member of the National
Congress of Parents and Teachers. The Nation President is
